The Opportunity Card offers employers in Germany a streamlined way to attract skilled foreign workers, addressing labor shortages. It simplifies immigration processes, making it easier to hire qualified talent from abroad.
Germany is facing a significant shortage of skilled workers, with employers struggling to fill vacancies due to a lack of applications. A forecast by the Federal Ministry for Economic Affairs and Climate Action predicts a shortfall of around 16 million workers by 2060 (as of May 2023), primarily driven by the country’s ageing population. This demographic shift is reducing the number of young, employable individuals. To address this issue, the Federal Government introduced the Skilled Immigration Act, marking an initial effort to attract foreign talent. However, bureaucratic barriers continue to hinder the immigration of skilled workers.
Employers can access qualified non-EU applicants, helping to address skill shortages efficiently.
FEA approval is waived, granting eligible applicants an Opportunity Card with a 12-month residence permit.
Employers can secure contracts with candidates before their arrival, ensuring mutual security and job readiness.
Simplified procedures and residence permits ensure faster workplace integration with long-term employment prospects.
The Opportunity Card allows qualified non-EU citizens to enter Germany under a points system to find work, permitting part-time jobs and trial periods. Applicants must have vocational training or a degree, language skills (A1 German or B2 English), and financial independence, offering benefits to both workers and employers.
